device: use RTMGRP_IPV4_ROUTE to specify multicast groups mask

Use the RTMGRP_IPV4_ROUTE const from x/sys/unix instead of using the
corresponding RTNLGRP_IPV4_ROUTE const to create the multicast groups
mask.
