Resolve SDV reported "defect"

NdisMGetDeviceProperty() should always return non-NULL
FunctionalDeviceObject according to _Outptr_opt_. An explicit
FunctionalDeviceObject NULL check has been added to keep the SDV happy
and not calling our driver "defective".
