driver: Replace depreciated ExAllocatePoolWithTag

CodeQL with Windows-Driver-Developer-Supplemental-Tools suggests the
ExAllocatePoolWithTag() should no longer be used. The Static Tools Logo
Test in HLK spots this in the DVL log and fails.
